Circuit Clerk Responsibilities

  • Serves as Clerk of the County and Circuit Courts.
  • Receives and files all law suits, indictments, motions and other related papers in all Civil and Criminal Cases filed in the Circuit or County Courts and issues all process including summons and subpoenas.
  • Draws Jurors and qualifies Juries. (You do not have to serve on jury duty if you are over the age of 65. You may call the Circuit Clerk's Office and be taken off the Jury List if you are over 65).
  • Keeps a record of all Judgments and Executions.
  • Issues marriage licenses and keeps records of marriages.
  • Records medical and other professional licenses.
  • Registers citizens to vote and has other duties in handling elections.

Voter Information

• You must be registered to vote thirty (30) days before an election.

• The Circuit Clerk’s Office is open for registration two Saturdays prior to an election from 8:00 a.m. until noon. The deadline to cast an absentee ballot in the clerk’s office is noon on the Saturday prior to an election.

• Absentee balloting begins forty-five (45) days prior to an election and ends at noon the Saturday before the election.

Marriage License Information

  • Bride and Groom must come to the Circuit Clerk's office together to apply
  • License Cost is $22 .00 – CASH ONLY
  • Blood test results or receipt proving blood test has been taken must be provided (License can be applied for using a receipt, but will not be issued until the results of the blood test are provided) - Blood test can not be over 30 days old.
  • Proof of age must be provided - Driver's License, Birth Certificate or other legal document which contains name and date of birth.
  • If applicant is under 21 years of age, must have notarized affidavit signed by parent of legal guardian giving permission for marriage (affidavit is provided by the clerk). If parents are divorced, only the parent with legal custody may sign. Note: If the female applicant is under 21, she must get the license in the county where her parents or guardian reside.
  • If the male applicant is under 17 years of age, or the female applicant is under 15 years of age, and order must be provided from a Chancery Judge giving the clerk permission to issue the marriage license.
  • If applicant has been previously married, or lost a spouse through death, the month, day and year the marriage ended must be provided. Note: Parties will not be allowed to apply for a marriage license before a divorce is final.
  • There is a 3 day waiting period from the time the license is applied for until it can be issued - the time begins the day after the application taken (example: apply on Monday, the license can be picked up on Thursday.)
  • Once a license is issued, it does not expire.
