This process will help to ensure that the Vendor has a complete understanding of the pertinent state purchasing laws as well as Rankin County's purchasing policies.

The Rankin County Chancery Clerk's Office accepts e-recording of official Real Property and other Land Records. 

With e-recording, the submitter scans the document and uploads the document and associated data. No special equipment is required, just a computer with high-speed Internet access and a scanner. Original documents never leave the submitter's possession since they are scanned for submission. Funds are transferred automatically from the submitter to the Chancery Clerk's accounts. There is a nominal fee that is paid directly to our e-Recording partner/vendor for this process.

The e-recorded documents can be tracked through the entire recording process and the potential for lost documents is eliminated. Documents are typically recorded and returned the same day if submitted during regular business hours. Once the document is accepted for recording you can immediately retrieve an image that includes the recorder's stamp.

Being prepared for possible disasters is the best way to ensure that you and your family members are protected. MEMA urges each citizen to develop a family disaster plan that includes having a Disaster Supply Kit, a Family Communications Plan and a Family Evacuation Plan.

Attack Warning (Enemy Attack): A three (3) to five (5) minute wavering sound. Will be used only in the event of enemy attack.

Attention or Alert (All other types of emergencies): A three (3) to five (5) minute steady blast. Will be used in time of a threatened disaster or for emergency notification.

Garbage Pickup

All waste must be placed in containers or bags no greater than 35 gallons in capacity. Containers or bags should not weigh more than 50 lbs. All waste must be out by 7am and placed within 5 feet of the curb in front of the residential unit being serviced. Containers larger than 35 gallons in capacity may be used if waste is placed in bags and tied.

Yard Waste

All yard waste must be in bags, container, bundled and placed at the curb. Yard waste and tree trimmings must be placed directly on the curb in the same location as your household garbage. Grass clippings, leaves and pine straw must be bagged or containerized.  Waste Management will pick up no more than five (5) Yard Waste bags per pick-up.

NOTE:  Limbs shall be no longer than five (5) feet or have a diameter of no greater than six (6) inches. All tree, shrub or brush trimmings shall be bundled and shall not exceed forty (40) pounds and not more than two cubic yards per collection. Yard Waste resulting from activities of tree surgeon services or other tree trimming operations is excluded from the Collection Contractor’s obligation to collect.

Rankin County has incorporated the use of a GIS into its county plan since 1992. The GIS Department maps the geographical features of Rankin County and is able to produce either digital or paper maps to be distributed to county and city entities as well as the general public. One of their major responsibilities is the assimilation of 9-1-1 street addressing data. The 9-1-1 Addressing Coordinator uses a Trimble GPS (Global Positioning System) to record new street locations as they are created. The coordinate location of these streets are then downloaded and attributed in a GIS and combined with existing street data, produced from USGS topographic maps or Mississippi Department of Transportation base maps, to create a county wide street database.

The GIS Department is also responsible for the mapping of supervisor, judicial, school and ESN districts, along with voting precincts for the county. They also acquire data from other state organizations, which mandate additional districts in the county, such as house and senate districts. This data can be used individually to create county wide or separate district maps or combined to show overlapping district boundaries. A wide variety of maps have been published in digital format and provided to the general public via the Internet. Paper copies of these maps, as well as specialized maps may also be purchased from the following location in the Court House Annex Building:

Hazardous Waste

Waste Management does not collect hazardous waste, but we will collect empty paint cans if lids are removed and all contents are dry.

Large Appliance Disposal

For large appliances - such as stoves, dishwashers, washing machines and dryers - as well as other large furniture such as couches, mattresses and box springs, Waste Management will pick up these items as part of the County's contract for an additional cost.  Call 601-922-9647 with any questions or to schedule a collection.  You may also take your large items to 1710 Marquette Road for disposal. 

Disposal of Refrigerant Systems

For disposal of refrigerators, air conditioner units, freezers or other appliances with refrigerant systems, you must first have the Freon removed by a certified techican. The unit(s) must be tagged showing cerification removal. Once the Freon has been properly removed, call our Customer Service Department at 601-922-9647 to schedule collection and service charges.

Homestead exemption was first established in Mississippi during the Special Legislative Session of 1938. At that time the purpose of providing homestead exemption benefits was "to recognize and give effect to the principal of tax-free homes as a public policy in Mississippi, to encourage home building and ownership, and give additional security to family groups."

Homestead exemption benefits are available to any property owner who meets the requirements of the homestead exemption laws of Mississippi and the rules and regulations of the Mississippi State Tax Commission. Applying for and being eligible to receive homestead exemption benefits entitles the property owner to receive a tax credit of up to $300.00 on his residential property taxes. The property owner who applies for and is eligible to receive homestead exemption benefits, and who is also over sixty-five years of age or 100% disabled, is totally exempt from residential property taxes on the first $7,500 of assessed value of the property.

Requirements for Eligibility

Must be in compliance with all of the following as of January 1 of the year application is made:

  1. Applicant must be considered head of a family
  2. Applicant must own the property and reside on the property on January 1 of the year the application is made
  3. Property must be the primary residence of the applicant(s)
  4. Applicant, applicant's spouse, and any joint owners must be bona fide residents of the state
  5. Applicant(s) must be in compliance with the Mississippi income tax requirements
  6. All vehicles owned by or in the possession of the applicant(s) must have Mississippi license plates
    Applicant(s) can file for homestead exemption on only one residence in the state

As a service to the taxpayers of Rankin County along with other institutions, IT handles requests for information pertaining to public records. Public records include, but are not limited to: land rolls, personal property rolls, mass appraisal information, inventory maps in AutoCAD DWG or DXF format, mobile home roll, and voter registration rolls. Most maps may now be downloaded from the Tax Assessors page. Additionally, various data may be obtained by the drop down menus labeled "Download Services" on each departments page.

All other data requests are considered custom reports. They must be in writing and submitted to the County Administrator. These custom requests will be reviewed within 15 days and a quotation for the work will be given. Please submit your request to the following address:

The Board of Supervisors meets at 9:00 a.m. on the first Monday and the 15th of every month. If the 15th falls on a weekend, the Board meets on the Friday before that date.

There are different requirements depending on the type of document, so they cannot be listed here.

It is the responsibility of the person offering the document for recording to make sure (1) that the document is original, (2) that it is signed and that the signatures are properly acknowledged before a notary public, (3) that the document is a complete writing and contains the required information, (4) that is accompanied by the proper fees, and (5) that is accompanied by a stamped self-addressed envelope so that it can be returned to the party offering it for recordation.

The clerk's staff cannot give legal advice.  Those seeking to record a document in the Clerk's office are encouraged to obtain the advice of a professional.

Rankin County was one of thirty-one designated cities and counties in Mississippi required by the United States Environmental Protection Agency (EPA) to develop a stormwater runoff management program. UTILITY PERMIT INSTRUCTIONS *(Revised 5-5-21)

 

Rankin County adopted an ordinance requiring a utility permit and inspection before there is a change in occupancy in any dwelling, building or structure (commercial or otherwise). The ordinance was adopted June 17, 2013, with an effective date of October 1, 2013. The following steps must be taken by the new occupant or property owner:

1. Complete Utility Permit Application  -*If rental property and there is an existing Solid Waste Account for this address provide account number. If you are purchasing a property and opening a new account please complete the Application for Solid Waste Disposal and attach the following forms if applicable:

            • Rate Reduction Form with required documents
            • Bank draft authorization form with a voided check 
            • Copy of lease if rental property

2. Pay $100.00 Permit Fee 

3. Schedule an inspection. (This is an inspection of the interior and exterior of the home.)
